hello po~just want to ask something about moving abroad. i'll be getting married next year and we plan to move in US for good.how can i have a clearance to travel abroad?and am i allowed to pay my service obligation later?i mean pwede po ba bayaran ko nalang kung scholarship ko after few months?pwede po ba akong makaalis ng philippines?if yes, can you tell me what to do.thanks po! Blue_PDT_01_15

sad to say, di pede yung idea mo. either you pay the cost of your scholarship and get cleared or render work here and get cleared. naka-hold kasi ang name natin sa immigration based sa last communication ko with Dr. Esther Ogena's Office.

I know how it feels.

For a scholar to obtain clearance from DOST, you have to pay the Total Financial Assistance (TFA). As another option, you will need to obtain a Surety Bond from GSIS (which requires a collateral).

Obtaining a Surety Bond from GSIS is difficult as it requires you to deposit the TFA in cash, or use your property as a collateral (the value of the property should be at least twice the amount of the TFA). However, if you're willing to take the risk and be able to pay the amount you owe DOST in full (make sure you save money while abroad), then you can retrieve the Bond and you're collateral will be returned to you. The challenge here is how and where to get the collateral.

We can't deny the fact that there are more opportunities abroad, however, we signed a contract and this is what I can only suggest.
